Location: NYC
Duration: Around 3 months

SCOPE OF SERVICES:

DOHMH is planning and working towards building a new platform for Electronic Vital Events Registration named eVital, it is a mission –critical enterprise application used for the registration, correction, archiving and issuance of NYC Birth & Death certificates. This role will be responsible for managing development and delivery of eVital System. Technical Lead will be part of the eVital project team that will implement a new system, known as the eVital System.

• Technical Lead will also be creating a scalable, enterprise-wide solution.
• Responsible for providing oversight and guidance to DOHMH team in validating deliverable quality.
• Successfully communicating conceptual ideas and design rationale with the architect and the team.
• Responsible for code review for compliance with DOHMH Software development process.
• Responsible for reviewing and ensuring completeness of LLD.
• Lead the effort of designing user interaction models, workflows and user interfaces
• Integrating internal and external product design into a cohesive user experience
• Oversee and guide the team in creating prototypes and authoring detailed interaction specifications
• Working with user experience researchers to provide insights on design and observe usability studies
• Translating usability and field research findings into design improvements
• Working with visual designers to improve and refine visual design and consistency
• Setup a development framework that can adhere to security compliance.

MANDATORY SK ILLS/EXPERIENCE:

- 7 or more years of experience in leading development team within technology projects and implementation with software development life cycle or agile methodologies
- Candidates should have extensive experience, at an expert level, with the following: Technologies:
.Net, XML, AJAX, SQL, Web Services, XML, WS-Security, J2EE application development (Java/JSP)
- Candidates should have 10 years of experience in design, analysis, and programming .net/Java applications based technology.
- Experience implementing Payment Processing functionality.
- Experience implementing Online Order Management functionality.
- Experience implementing data security and encryption.
- Experience Integrating several third part systems.
- Experience working with Data Migration and Integration from/with legacy systems
- Experience Ability to manage complex multi-dimension time bound projects for internal and external customers
- Innovative, creative problem solver and result oriented.
- Aptitude for learning and can maximize resources, while possessing a sense of urgency.
- Project experience with any DOHMH technology initiatives.
- A Bachelors or Master's degree in Computer Science

DESIRABLE SKILLS/EXPERIENCE:

- Knowledge of business process around vital events (registration, management, archive and analysis)
- Experience working with government agencies preferably NYC
- Knowledge of various project methodologies like Agile, Scrum, PMP preferred
- Experience working on Mobile Solutions
