The consultant will support the PQI application. The consultant will be performing application development tasks including researching and documenting technical designs, programming solutions, writing and executing unit test plans, researching, resolving, and testing defects, customer technical support, and close collaboration with other team members.

·         Review business requirements documentation with technical manager to ensure clarity in implementation of technical design

·         Implement systems and program design to meet highly complex business needs and technical design document. 

·         Creates appropriate documentation in work assignments such as program code and technical documentation.

·         Assists technical manager in development time estimates and assigned tasks

·         Codes, tests, debugs, implements, and documents highly complex programs, and developing complex test plans to verify logic programs.

·         Troubleshoots complex end user technical issues, identifying problems and leading solutions

·         Implements release management process including technical steps to promote, test and release through the development environment, coordinating with infrastructure staff. 

·         Uses iterative and agile software development life cycle methodologies.

 

Skills Needed:

84 Months professional experience in geographical information system application development using ArcGIS Desktop (9.x or 10.x) and ArcGIS Server (9.x or 10.x), including the creation of custom Python scripts

84 Months professional experience in transitioning applications from ArcIMS platform to ArcGIS server

84 months professional experience in programming web development languages and protocols including Javascript, HTML, Java, XML, and SQL

84 Months hands-on experience providing support for cartographic design and high quality map production, including maintaining internal technical standards and performing spatial analyses in creating information products from a geographical information system

84 Months hands-on experience in maintaining and updating geospatial databases including cataloging GIS data and metadata creation

60 Months hands-on experience in developing Oracle database schemas, tables, procedures and permissions. 

Master’s degree in Public Health, Geography, Spatial Statistics, Geographic Information Systems, Computer Science or other relevant specialization
