Background:
Blue Cross Blue Shield Association (BCBSA) is pleased to announce an opening for a Healthcare Business Analyst to work within the Program Services team. This position will be based in Washington, DC.
The Program Services team supports client work for Internal Customers within the Blue Cross and Blue Shield Association as well as for External Customers - the Office of Personnel Management (OPM) and Blue Cross and Blue Shield Plans.
Scope:
This statement of work covers the staff augmentation role of a Healthcare Business Analyst to support the Program Services team by developing business requirements for a component of a project targeted for implementation in July 2014 and to provide Subject Matter Expert (SME) support throughout the project lifecycle. This position will work under the direction of the Director, Program Services with oversight by the Business Solutions Group (BSG) as it relates to Blue Cross Blue Shield Association Requirements Management process and tools.
The general scope and duties of this individual will cover the following:
- Facilitating meetings and working sessions with the Business Lead, Business Sponsor(s) and core project team members as part of the process in determining business requirements.
- Compiling, developing, and finalizing all business requirements using BCBSA processes
- Development of the Business Requirements Document (BRD).
- Facilitating / leading the BRD walkthroughs and reviews
- Obtaining BRD approvals.
- Supporting the project throughout the project lifecycle as a Subject Matter Expert (SME) of the requirements.
- This support level will require the BA to participate and review project artifacts consisting of:
- Functional Specification
- Design flows
- Test Strategy docs
- Test Cases
Specific Skills and Abilities:
The ideal candidate will have the following skills or abilities:
- Excellent written and verbal communications skills
- Ability to work independently
- Good organization and planning skills
- Strong interviewing and fact finding skills
- Rational Suite (RequisitePro, ClearQuest) experience
- Requirements Management
- Excellent customer focus skills
Experienced Business Analyst with proven background in:
- Excellent written and verbal communications skills
· RequisitePro, ClearQuest) experience
· Requirements Management
Deliverables:
· Complete set of approved requirements
· Upload and tagging of all approved requirements in RequisitePro
SCOPE OF THE JOB
Work scope/Specifications/Deliverables:
./ Conducts research, data and trend analysis and provides project management support
to the Plan Management and Relations Teams
./ Assists Plan Managers with monitoring Plan operational and market performance
./ Assists with problem resolution on Plan inquiries and issues
./ Assist the Plan Managers, Field Service with Open Seasons internal activities
./ Provides project management assistance with planning of the FS Planning and Plan
Operations Conferences
./ Coordinates and schedules Plan townhall conference calls
./ Maintain and update Plan Management email distribution lists
./ Acts as a representative for Plan Management and Relations on internal projects teams
Qualifications:
./ Experience with conducting research and data analysis
./ General project management skills
./ Advance knowledge and technical proficiency with various computer software programs,
including Microsoft windows applications
Additional Skills and Experience:
./ Excellent communication skills (verbal and written)
./ Excellent interpersonal skill
./ Ability to adapt to changing environment
Deliverables:
./ Other deliverables assigned by the Plan Management and Relations management staff.
