| Senior Project Manager Contractor must have a minimum of a Bachelor's degree in Business, Information Systems, Information Technology, Computer Science, or Project Management. At least five (5) years of verifiable experience performing Project Management/Business Analyst functions in an Information Technology environment (including software, hardware, and network infrastructures). Preference will be given to candidates with a PMP certification. ● Must have the ability and experience in planning, developing, executing and monitoring a large IT initiative. ● Must have the ability to develop and build project teams from internal and external resources. ● Must be well-versed in PMI project management practices, principles and Agile Project management Methodologies. ● Must understand project management standards and have knowledge of project management tools. ● Must have the ability to assemble, analyze and evaluate data and to be able to make appropriate, well-reasoned and evidence based recommendations and decisions to support the business stakeholders and the project team. ● Must maintain knowledge and expertise in best procurement practices. ● Provide expertise in administering the change management process and facilitating and resolving disruptions and project delays that involve the coordination of multiple product owners (states) and multiple vendors or solution providers. ● Must possess excellent written and verbal communication skills in order to convey realistic project goals, objectives and requirements to all stakeholders. ● Have an understanding of Wide Area Networks (WAN) and be able to facilitate a project that extends across jurisdictions. ● General exposure to large scale Security and Network Architecture |
| ● Collaborate with State project team and product owners as well as key stakeholders across multiple jurisdictions ● Apply best practices of project management methodologies, tools, and techniques that apply within a politically sensitive and continuously changing environment ● Plan, direct, manage, schedule, develop, implement and maintain the project in cooperation with project team, key stakeholders and the vendor(s) to ensure successful solution for the State of Wyoming. ● Track and monitor project budget/expenditures. ● Identify the necessary skills and resources needed to complete the project, and manage the project team in conjunction with the State's management team. ● Produce and submit weekly status reports to the identified Stakeholders to include ETS Management and School Districts. ● Produce and manage regular progress reports of activity to be provided to state PMO. ● Participate as in the review of deliverables and perform other quality assurance activities, including variance to cost, schedule, scope, and quality. ● Responsible for providing mitigation risk strategies ● Measure and report project progress against the business and functional requirements traceability matrix. ● Manage and develop process to conduct meetings with external participating agencies. This would include working with the agencies to train and educate them on the new process required. ● Develop, conduct and manage meetings to inform external participating agencies about the new application. ● Organize testing group sessions and locations and assist contractor with testing of circuits, etc. ● Develop project Gantt tracking charts, which combine both contractors work plans, with clear deliverable and milestone delineation as well as a firm timeline for completion. ● Responsible for organizing, planning and scheduling any meetings between the contractor and any external interfacing entities.
