Lead Oracle SOA Suite Consultant

The Office of Contracting and Procurement, on behalf of the Office of the Chief Technology Officer seeks a contractor to provide Lead Oracle SOA Consultant services.

The objective of this procurement is to assist in the implementation of Oracle's Service Oriented Architecture middleware application platform and its components within the District of Columbia government infrastructure.

The Lead Oracle SOA Consultant is envisioned to provide Oracle SOA Suite / Fusion Middleware architecture and platform modernization support and development services.

 PeopleSoft HCM

            This is a collection of PeopleSoft Human Capital Management modules. The District currently has PeopleSoft 9.0 installed.

The District is the jurisdiction issuing this statement of work.

OCTO is the District agency that is the technical owner of PeopleSoft.

OCTO currently maintains several system environments, including test, training, user acceptance, production, and fail-over environments.

Oracle's Service Oriented Architecture middleware application platform and its components being deployed within the District of Columbia government infrastructure.

PeopleSoft HCM is the District-wide human resources, benefits, and payroll application. The system is based on various modules of the PeopleSoft HCM suite and was customized to meet the District's specific human resource management needs. PeopleSoft is integrated with the Relational Standard Accounting and Reporting System (RSTARS), the District's financial system, using batch files sent through the Sun eGate/JCAPS integration suite. This batch integration is bi-directional, with financial attributes sent to PeopleSoft and payroll information sent to RSTARS.

The District currently owns and operates 9 PeopleSoft modules: HR, Base Benefits and Benefits Administration, Time and Labor, Payroll, Talent Acquisition Manager, Enterprise Learning Management, ePerformance, eCompensation, Employee Self Service and Management Self Service.

The District currently owns and operates Oracle's SOA Middleware application.

PeopleSoft was brought online in 2004 for most District agencies.  In April 2009, PeopleSoft was used for all human resource transactions by all agencies including DC Public Schools (DCPS). PeopleSoft was upgraded to version 9 in 2010.      PeopleSoft tracks and supports over 35,000 District employees from over 70 District agencies. PeopleSoft also publishes District position openings and contains District job applicant information   Other agencies have independent human resources authority, including OCFO and DCPS. They have their own human resource procedures but generally adhere to the District Personnel Manual (DPM). OCTO is implementing Oracle SOA Suite as its official middleware and integration platform.

 

LEAD ORACLE SOA SUITE CONSULTANT DELIVERABLES

Lead Oracle SOA Suite / Fusion Middleware architecture and platform modernization support and development;     Focus on developing Best Practices for using various products within the Oracle SOA Suite;           Provide hands-on technical leadership and development for the engineering team in leveraging the Oracle SOA Suite for new Applications and Integration solutions within the Government of the District of Columbia.

The following are a number of requirements and tasks that the contractor must perform as the Lead Oracle SOA Suite Consultant as a part of the scope of work. A District Project Manager will be assigned to work with the team to provide assistance and oversight.

Oracle SOA Suite Experience         Experience working with Oracle SOA Suite. Must have hands-on experience working with Business Rules, Enterprise Service Bus

Application and Integration Architecture Experience           Experience working with Application and Integration Architectures with special consideration to those with Enterprise Applications

Experience with Middleware Components              Experience working with various middleware components: BPEL, BAM, ESB, WSM, and Rules Engines.

Leading Design and Development. Must be a strong, assertive communicator for high level architectural concepts and lead development groups to understand design and implementation

Application Server Platform Experience    Experience with Java and .Net application server platforms

Experience with various Integration Technologies               Experience with FTP/SFTP/PGP/GPG/VPN Tunneling ,SOAP and REST type Web Services, Web Service Orchestration     Web Service Gateway & Enterprise Service Bus    

Experience with SDLC methodologies: Agile and Waterfall

Oracle SOA Suite education or certification
